FLS is experienced providing hazardous materials analyses in support of larger environmental planning and rezoning operations under both the City Environmental Quality Review (CEQR) and State Environmental Quality Review (SEQR) programs. SEQR requires and environmental assessment by all local, regional, and state government agencies to equally examine the environmental impacts, as well as social and economic considerations for certain projects or actions. The SEQR Decision Process requires agencies to jointly consider cumulative impacts. FLS guides our clients through the process. The NYSDEC holds authority for statewide regulations for the SEQR process and providing informal guidance and resolution to lead agencies. However, NYSDEC does not enforce or review the SEQR process by other agencies and cannot provide formal legal opinions about the conduct of SEQR by other agencies. This process should be conducted using an experienced environmental team, including legal counsel. FLS works closely with environmental council to assure timely completion of our clientโs projects.
The City of New York agencies oversee the CEQR process in the five boroughs under the auspices of the New York State requirements. FLS has successfully lead our client base through the process.
As a women and minority owned business, FLS Inc. is often a key component of New York City-wide rezoning teams providing high-quality analyses of the potential for hazardous materials in proposed redevelopment.
